蒙面英雄佐罗（安东尼•霍普金斯 Anthony Hopkins 饰）为了阻止西班牙总督蒙特罗滥杀无辜，突然从天而降，劫走了准备行刑的犯人，从而与蒙特罗结下深仇。随后，蒙特罗派部队跟踪了佐罗。在一片混战中，佐罗的妻子被杀死，还在襁褓中的女儿被虐走，佐罗也被投入了监牢。一晃眼二十年过去了，为了让自己的事业后继有人，佐罗带上面具逃出了监狱。蒙特罗这时仍然在作恶，他计划买下加利福尼亚的所有权。佐罗找到了年轻的盗贼马瑞塔（安东尼奥•班德拉斯 Antonio Banderas 饰），将毕生所学都传授了给他，希望马瑞塔能够阻止蒙特罗的阴谋。马瑞塔继承了佐罗的面具，然而当他找到蒙特罗时，发现拦在他面前的凶狠的西班牙公主（凯瑟琳•泽塔-琼斯 Catherine Zeta-Jones 饰）竟然就是当年老佐罗的女儿！

作为一名伸张正义、保护受压迫群体的孤胆剑客，英勇而帅气的佐罗自1919年在小说《The Curse of the Capistrano》中问世以来便吸引了几代人的关注。“佐罗”在西班牙语中意为狐狸，佐罗之父约翰斯顿·麦考利是一名兼职创作通俗小说的警察记者，他在佐罗身上融入了很多虚构及真实侠盗的特点，其中包括英国作家艾玛·奥希兹（Baroness Emmuska Orczy）笔下的红花侠、专门打劫淘金者的加州大盗杰昆·马里塔（Joaquin Murieta）、劫富济贫的拦路强盗索罗门·皮科（Salomon Pico）和热情满怀的墨西哥革命志士乔斯·马利亚·阿维拉（Jose Maria Avila）。
佐罗很快成为经久不衰的银幕传奇，他的电影处女秀是1920年的默片《佐罗的面具》；1937年，Republic Pictures 将《佐罗回归》作为西部系列片的第三部；1940年，罗宾·马莫利安成功重拍《佐罗的面具》；1957年，沃尔特·迪斯尼公司推出了电视系列剧《佐罗》，该剧很快成为电视鼎盛时期最受欢迎的热门剧集之一；1975年，法国影星阿兰·德龙在《佐罗》中以精湛的演技定义了不可磨灭的经典之作。印刻在世人记忆中的佐罗传奇可以说是古典浪漫主义和古老西部主题的最佳体现，而诞生在世纪末的本片不但意味着这一热潮的回归，还成为40多年来好莱坞主流片商拍摄的第一部佐罗电影。
尽管本片同样改编自麦考利创作的佐罗，却与以往对佐罗故事的演绎大相径庭。导演马丁·坎贝尔说：“我们讲述的不是佐罗的传统故事，而是聚焦于老佐罗培养接班人的过程。佐罗堪称为完美英雄，从道德角度看，他不是大开杀戒，而是巧妙的让对手失去威胁或者愚弄他们。在特效大片大行其道的今天，《佐罗的面具》具有着新颖奇特的风格。我希望让影片看起来像那些好莱坞经典史诗大片，在1920年的《佐罗的面具》中，道格拉斯·范朋克赋予角色以惊人的幽默感，我希望本片能够异曲同工。”
影片主创一致认为安东尼奥·班德拉斯是扮演佐罗的最佳人选，坎贝尔说：“在我眼中，安东尼奥具备侠客佐罗的所有特质，他能凭借演技和体能将角色演绎得活灵活现。”坎贝尔在谈到扮演老佐罗的安东尼·霍普金斯时说：“安东尼就像糕点上的酥皮，着实为本片增色不少，他的精湛表演大幅提升了角色的深度和分量。”同欣喜若狂的制片方一样，班德拉斯也因老戏骨霍普金斯的加盟而激动不已，他说：“对我来说，与安东尼合作是一种荣誉，在影片开拍的头几天，我甚至紧张得无法抑制双腿的颤抖。”
因为本片80％的戏份都发生在户外，所以外景地的选择至关重要，在辗转加州和西班牙各地之后，剧组最终决定在墨西哥中部地区拍摄全片。制作人道格·克莱鲍恩说：“那里激发了我们的创作灵感，因为我们看不到高塔、现代建筑、高压电线和卫星电视天线，有时甚至连公路都无处可寻，100多年前佐罗生活的地方就该如此。”
